Which policy wins when several rules match?
Policies run from top to bottom, and the first blocking match supplies the message for each delivery group.

- • Enabled policies run in priority order for each delivery group. The first blocking policy provides the customer message. Disabled policies, out-of-scope policies and matching exceptions are skipped.
• An allowlist applies only to its own policy. Passing it does not override another policy that blocks the address. Different delivery groups may receive different messages.
• In the new checkout version, targeted rules show up to three complete affected selection names plus a remaining count. Explicit variant selections include the variant title. Names come directly from Shopify; they are omitted if the response would be too large, without removing the blocking message. Missing titles can fall back to item IDs. Store-wide rules use an all-items notice.
• Large multi-address checkouts show at most 20 address errors and a count of additional addresses to correct. All addresses are still checked. Correct the listed addresses and submit again to see any remaining issues.
